Masterplan
The regeneration of Cardiff Peninsula will be delivered over six phases and consists of the following components.
It is important to understand that the masterplan is ‘outline’; that means that the scheme is essentially a ‘parameter plan’ showing the maximum that could be consented in subsequent detailed applications over the next few years.


- Homes – 1003 homes, predominantly apartments in five tall buildings on the Bay waterfront as well as further apartments in a lower rise development with a number of town houses on the River Ely waterfront, and 306 co-living apartments in a dedicated tall building on the Bay waterfront
- Hotel – a 216 room luxury hotel in a signature tall building on the Bay waterfront, targeted at a four star hotel brand operator
- Retail and F&B – a mix of small retail units, including bars, cafes and restaurants throughout the development covering 3700 sq m (32,000 sq ft) with an aspiration for a local foodstore in Building J
- Offices – approximately 33,000 sq m (355,000 sq ft) of employment space predominantly located in the Innovation Centre, an office campus style building on Plot 6, with some smaller offices in Blocks J and K
- Public spaces – six unique and different landscaped publicly accessible spaces covering 2.5 ha (just over 6 ac) or 25,000 sq m (270,000 sq ft)
- Waterside boardwalk and promenade ̶ in conjunction with the Council, retention and completion of the existing boardwalk along both waterside frontages with a landscaped linking path connecting the two routes along the Cardiff Bay Yacht Club boundary
- Parking – in line with Council parking standards, there will be decked parking underneath and spread across the residential buildings alongside ground level, short stay street parking for visitors and tidal flow parking around Market Square in Plot 2
- Water taxi – a dedicated floating pontoon for a new water taxi stop
Major changes since the last consultation event
- Main access – the main vehicle route into the site now arrives at a roundabout where vehicles spin off into separate car parks. The aim is to remove cars from the main roads through the site as much as possible
- Residential parking – the five residential tall buildings now have one large podium car park under the entire length of the residential blocks on the Bay waterside in order to make its use and management as flexible as possible
- Plot 1 – the later living scheme has now been designed in detail
- Plot 2 – this lower rise part of the development, now at 5 ½ storeys, has been reduced by one storey and stepped back on its top floor with a row of townhouses introduced along the River Ely frontage, in keeping with the existing Cardiff Pointe townhouses
- Buildings J & K – previously one large building with a residential tower on one end, these blocks are now two distinct buildings with a landscaped path between them connecting to one of the key public spaces, Village Green. Building J has been reduced to 4 ½ storeys and its top floor stepped back away from Cardiff Pointe
- Building S – this new two storey building has been added as a community asset which can be used for private and public events and as a community hub, information point for wayfinding and perhaps a cycle repair station to promote cycling for residents and visitors
- Design code – we have created a detailed design code for the entire development which describes and defines a design regime to which the entire development must adhere
